Governmental Structure:

    Solace's government is extremely streamlined compared to most other nations. The number of elected positions is relatively small, thus allowing for relatively fast action by the government.

    The government of Solace runs on two levels; the national level, and the isle level.

    The governmental structure of Solace is based upon the English system, which was brought by the original English colonists that settled the Inner Archipelago. There are significant differences to the systems, however.
    The most significant of these differences is that there are no formal political parties. The constitution of Solace bans any political party from forming. Instead, the individual isles of Solace support their own politicians at the isle and national level.
    
    Another dramatic difference is the manner in which the politicians campaign:
   
    The isle level; politicians must secure their legitimacy through signature drives, garnering the signatures of at least twenty percent of their respective isle's inhabitants. Once the legitimate contenders are selected, they are limited to a budget of $1,000,000 for their campaign.

    The national level; there are no campaigns for national candidacy. Instead, a general vote by each isle's populace is conducted to determine the approval ratings of the isle's elected officials. The five officials with the highest approval ratings may accept or decline national candidacy. Those that accept the candidacy for national elections are limited to $5,000,000 in campaign funds.

    The Office of the Prime Minister is the one exception to standard campaign rules. Anyone born in Solace and over the age of 40 may run for Prime Minister. Candidates for Prime Minister are limited to a campaign budget of $25,000,000.

    The campaign system of Solace was developed to prevent campaigns from running for months on end. Also, the budget limitations were put in place to ensure that elected offices could not be “bought” by financial war chests, as well as to ensure that the majority of campaigning would be done at local levels, where the electorate would have more opportunity to interact with those who mean to govern them.
   
    Elections are held every four years on the national level, and every two years on the isle level.
   
    The national government is divided into:

    The Executive Branch – headed by the Prime Minister. (Limited to 2 terms)
        Much like the executive offices of The United States of Great Britain, the Prime Minister and his offices are the guiding force of the nation. The executive branch is responsible for the oversight of the economy, diplomatic relations, and the nations Civil Service.
   
    The Legislative Branch – headed by the Council of Fifteen. (Limited to 3 terms)
        The Council of Fifteen is the controlling force of the legislative body of Solace. One representative from each of Solace's fifteen populated isles is elected to the Council to vote on proposed legislation from Parliament.
    Parliament (Limited to 4 terms) is comprised of 160 members, ten from each isle, who propose and write the legislation to be voted on by the Council of Sixteen.    
   
    The Judicial Branch – headed by the National High Court. (No term limits)
        The Judicial Branch is the only branch of government in which the offices are not held by elected officials. Instead, each judge is appointed by the Solace Bar Association.
    There are no campaigns for judicial offices. The Solace Bar Association nominates those considered worthy of the bench, and the nominees accept or decline.
    There are also no term limits for the appointed judges. The Bar oversees the moral and ethical standards by which appointed judges interpret the law, and are the only power allowed to remove a judge from the bench.
    Judges appointed to the isle level are chosen from among attorneys. Judges appointed to the national level are chosen from among those at the isle level. Judges appointed to the High Court are chosen from among those at the national level.
    The High Court is comprised of fifteen High Justices, one from each of Solace's populated isles.    
    The Solace Bar Association is comprised of non-political members of the legal, educational, and law enforcement systems. The committee that appoints or removes judges is comprised of 100 randomly selected members of the Bar. The members of the committee are replaced yearly.

    The isle government is divided into:

    The Executive Branch – headed by the governor (Limited to 2 terms)
        The offices of the governor are the guiding force for each isle. The governor is responsible for the maintenance their respective isle. These responsibilities include, but are not limited to, the transit systems and roads, the utilities, public buildings, and zoning.

    The Legislative Branch – headed by The House of Commons (Limited to 3 terms)
        The Houses of Commons are to the isles what Parliament is to the nation. The size of each isle's House of Commons varies by population. Central Isle's House of Commons has 200 seats, while Canton Isle's House of Commons only has 20 seats.

    The Judicial Branch – headed by Isle High Court (No term limits)
        The court system at the isle level mirrors that of the national level:
                Isle High Court
                Isle Court of Appeals
                Isle Court
                Municipal Court (non-felony charges)

    A special exception is noted for the offices of government at the isle level. Candidates must have maintained their primary residence on the isle in which they are running for office for at least five years.

   
    Solace Civil Service Corps:

        All residents of Solace must serve twelve consecutive months in the Civil Service Corps immediately upon turning eight-teen or graduating high school. Immigrants must enlist within one year of entering the country or face deportation. Native residents who do not enlist face imprisonment or emigration.

    The Solace Civil Service Corps, though structured like a military organization, is not a military force. The mission of the corps is to provide humanitarian and ecological aid throughout  the world.
    Some examples of missions that the corps performs are teaching eco-friendly agriculture, building schools and clinics, constructing wells and waste water reclamation facilities, lending aid in natural catastrophes, aiding in the development of animal preserves, staffing veterinary clinics for injured and sick wildlife, and assisting in the clean up of biological contaminations.
    The mission statement of the Solace Civil Service Corps is: To make a better world by making people better.

    Solace has no armed forces. The isolation of being in the middle of the Pacific, as well as its natural geography, make it nearly impossible to attack. However, the presence of The Keeper is enough to prevent any attack as the Keeper is capable of single handedly destroying a small conventional army.
