Background:

Carlos Chaidez grew up never knowing who his father was; however, life wasn’t so bad as he was also born with the ability to control other people’s minds through hypnosis.  All through his adult and teenage years he used this to his advantage, receiving perfect marks in school, never having to work but always having money, and never taking the fall for any of the trouble he caused.  After graduating from high school, he set his mind on loftier goals and decided to become a professional criminal.  Knowing he would need training, he used his hypnosis to gain access to military bases, police academies, MMA camps, FBI training grounds, and the secret CIA College.  When he felt he had built up enough of a base to work from, he proceeded to perform several large bank robberies to finance the next step of his plan.  Using the stolen funds, he built the identity of Bloodhound, an avenging angel of the street, ready to take down anyone in his way.  It was Carlos’s idea to use the information he gained through this identity to further the works of his criminal enterprise and eliminate the competition.  As his criminal empire grew, so did his desire to control even more.  Taking the necessary steps, he has now created a new public face, Paco Chaidez, politician for the downtrodden in Solace City.  It is his goal to use his power, money, and clout to win the elections and bring the city to its knees.  Bloodhound is calculating and cool under pressure, but make no mistake, he is power hungry and quite insane.
